Is gluten-free wheat starch safe for coeliac sufferers to eat?

Most coeliac sufferers can eat gluten-free wheat starch.

When gluten-free wheat starch is produced, the water-soluble gluten is "washed away" from the starch. The introduction of the new gluten threshold of 20 ppm allows all products with less than 20 ppm (including products with gluten-free wheat starch) to be labelled as "gluten-free" and products with 21–100 ppm to be labelled "low gluten". However, wheat starch must still be listed in the ingredients list.
